Author of 'The Definitive Beginners Guide to Tendering and EU Procurement', Andrew Shorter has worked in construction and procurement for over 30 years. Working with Local Authorities, ALMOs and Housing Associations, his experience in this sector includes all aspects of EU and non-EU procurement and contract management.
