About the Author

Garth den Heyer, DPubPol, has served with the New Zealand Police for more than 30 years. He holds the rank of inspector and is manager of the National Security Unit. Dr. den Heyer has extensive experience in police and security sector reform in post-conflict nations, including the Solomon Islands; Timor-Leste; Bougainville, Papua New Guinea; and Afghanistan. He has been deployed on a number of occasions for lengthy periods as part of the Regional Assistance Mission to the Solomon Islands, where he advised both the international police deployment and the local police. In addition to being a senior research fellow at the Police Foundation in Washington, DC, he is a lecturer at Charles Sturt University in Manly, Australia. He holds a master's in science from the University of London; a master's in security and intelligence from Victoria University, Wellington, New Zealand; and a doctorate in public policy from Charles Sturt University.
