Russell Deacon: is Professor of Welsh Governance and Political History at UWIC (The University of Wales Cardiff). He is author of The Governance of Wales: The Welsh Office and the Policy Process 1966-1999 (Welsh Academic Press, 2002) and joint author of Devolution in the UK (EUP, 2007).
