Robert Scollay, is director of the New Zealand APEC Study Centre and a senior lecturer in the Economics Department of the University of Auckland. He is New Zealand convenor of the Trade Policy Forum of the Pacific Economic Cooperation Council. John Gilbert is affiliated faculty in the College of Agriculture and Home Economics at Washington State University.
