NORMAN WALZER is Professor of Economics and Director of the Illinois Institute of Rural Affairs at Western Illinois University. He is the co-editor of six books, including Financing Economic Development in the 1980s (with David Chicoine) and Financing Rural Health Care (with Lavonne Straub), both published by Praeger.
